Digital Empowerment
Through our Digital Empowerment for Business Innovations Program, we are helping Uganda’s marginalized youth, women, and communities harness the power of technology to unlock opportunity, innovation, and economic growth. We believe that digital inclusion is not a luxury for a few — it is a necessity for all. From rural markets to island villages, every person deserves the tools and knowledge to participate in today’s digital economy
Background
The digital revolution in Uganda is rapidly transforming how people learn, work, and do business — but millions of vulnerable citizens remain left behind. In remote districts and informal settlements, internet access is limited, digital literacy is low, and small business owners lack the technological tools to grow or even sustain their enterprises.
SAPE Foundation established this program to bridge that digital gap and ensure that no community is left offline. Our goal is to create pathways for youth and women from low-income and underserved backgrounds to gain digital skills, business innovation capacity, and access to digital infrastructure that empowers them to compete in a 21st-century economy.
We train local entrepreneurs to digitize their operations, introduce students and school leavers to digital literacy and e-commerce, and promote digital innovation as a tool for business resilience. Whether it’s a young woman selling produce in a market, a youth creating an online crafts shop, or a farmer learning to use mobile money and digital records — we’re helping everyday people discover that technology is not distant, but a tool for transformation.
Our Theory of Change
We believe that when underserved individuals gain digital skills, access digital tools, and use them to innovate or strengthen their enterprises, they become engines of economic growth and resilience in their communities.
Inputs:
- Trainers, digital facilitators, and business mentors.
- ICT equipment, computers, and internet connectivity.
- Partnerships with innovation hubs, telecoms, and digital platforms.
- Learning materials, mobile training units, and online resource centers.
Activities:
- Digital literacy training for youth, women, and small business owners.
- ICT capacity-building workshops for schools and community centers.
- Introduction to e-commerce, mobile money, and digital record-keeping.
- Business incubation support for local innovators and startups.
- Awareness campaigns on safe, ethical, and inclusive technology use.
- Establishment of Digital Empowerment Hubs in rural and peri-urban areas.
Commitments and Activities by 2035
By 2035, SAPE Foundation aims to:
- Train 25,000 youth and women in digital literacy and business innovation.
- Establish at least 05 Digital Empowerment Hubs across rural and peri-urban districts.
- Support 5,000 micro and small enterprises to digitize operations and access e-markets.
- Introduce E-Business Starter Kits (laptops, software, and internet tools) for rural entrepreneurs.
- Launch the “Digital Village Zones” to expand community internet access.
- Partner with schools to create Digital Learning Clubs for students.
- Collaborate with telecoms, tech companies, and universities to promote inclusive innovation ecosystems.
Outcomes and Impact
Already, through our pilot trainings under the Livelihood and Education programs, young people have begun adopting digital tools to improve their small ventures — from marketing farm produce online to running home-based craft shops and tutoring services.
By 2035, we envision:
- Communities transformed into digitally empowered hubs of innovation.
- A new generation of rural and peri-urban youth able to compete in digital markets.
- Increased business sustainability and income levels for women entrepreneurs.
- Strengthened linkages between education, entrepreneurship, and technology.
- A Uganda where digital inclusion equals opportunity.
